You can turn it off in settings though. If you go to Game Options then to Gameplay you untick "Build mode items grant gameplay effects" and it won't have the uncomfortable mood let anymore. Not 100% sure if it makes the sims not have the happy moodlet for decorations as well.
as i recall from my first 300 hours without mods, you need a decor score of 10-12 points to get the most out a sims happiness in each room. typical paintings in build mode can cover it. certain decor items from certain jobs once the emotional aura is switched on, those offer moodlets when your sim is in the area, it's in the same way custom
